Intel's performance primitive libraries contain a jpeg2000 implementation.

meant to look into this myself to see how it compares with jasper/openjpeg.

From IPP support forum, "Unfortunately we deprecated support of image, audio and video codecs in the IPP 9.0 version. The modern IPP package contains only building blocks for image and signal processing, no any codecs any more."
