The pdf14 compositor now has banding enabled in devices derived from gdevprn.c,
but the generic implementation of the pdf14 compositor, which is used in the
pswrite device, does not.

A workaround is to use the psimage device for files when it is known that
transparency is needed. A better solution would be to either change the pswrite
device to do this automatically, or to have the generic pdf14 compositor create
a band-enabled device for rendering the transparency.

This bug is here as a placeholder for improvements to invoke banding when
we switch to full page rendering on an otherwise 'high-level' device.
