This file should not be limited to debian/rules, but be present for all linux/pkg-config aware platforms. So downstream can use it.

... into $(DESTDIR)$(libdir)/pkg-config.

same for platform/debian/mupdf.xpm to /usr/share/pixmaps and 
platform/debian/mupdf.desktop to /usr/share/applications

Irrelevant since we no longer supply debian packaging files.
