Already the simple command line gs -sDEVICE=ps2write -sOutputFile=cyrillic.ps cyrillic.pdf produces the broken PostScript file.
Problem only occurs with "ps2write" as output device, not with "pswrite", "pdfwrite", or "png16m".
I don't see any broken letters. What I do see is that some glyphs are being replaced with the 'C' glpyh, I suspect this is encoded as CID 0 or character code 0 and so is the /.notdef, as a result its used for any glyphs which can't be found. Since the original font is a TrueType its probably some kind of problem with the prolog and conversion to Type 42.
Bug 692626 is a similar problem, perhaps even the same.
