When trying to convert the attached PDF file to PDF using GS Head I get a blank 
PDF file. The original PDF does not generate any errors/warnings in Adobe 
Acrobat Preflight.

This appears to be another case of 'garbage in, garbage out', see also #689972. 

Although Acrobat doesn't complain, this is not a good indication of
'correctness', Acrobat silently ignores *many* problems. If you render the file
with GS it produces the warning :

"'loca' length 368 is greater than numGlyphs183 in the font ArialMT"

In the past this caused GS to cease rendering, today it carries on as best it
can. However when it comes to creating a new output PDF file we rework the
embedded font and this creates an even more badly damaged font, one which both
Acrobat and Ghostscript are unable to read. 

The only way to 'fix' this is going to be to try and fix the problem with the
font when we re-embed it in the output. Marking this as a duplicate of 689972 as
the problem seems to be the same, or extremely similar.
