As of the 0.11 release (and current HEAD) the jbig2dec library fails to properly decode the ubc testsuite file 042_24.jb2 "Generic Refinement, TPRON".

Running the file:

$ ./jbig2dec ../ubc/042_24.jb2 
jbig2dec WARNING decode_refinement_region: typical prediction coding NYI (segment 0x04)

and the resulting output image is blank (all white).

The library should be updated to handle the TPRON mode.
