The customer reports and I've verified that the attached PDF file is converted to a blank page with Ghostscript 9.17.  Ghostscript 9.15 worked as expected.  Bisecting suggest that 2ceee5a8a0e1a4d65f14de5f6cf53bb939b2f02c is the commit that broke this.

The command line I'm using:

  bin/gs -sDEVICE=ppmraw -o test.ppm ./1.pdf
