IntelliFont is proprietary to Agfa Monotype, to the best of my knowledge it has
never been in the public domain and is still proprietary.

The UFST (Universal Font Scaling Technology) library is available for licensing
from Agfa Monotype. This now uses MicroType technology but I believe the library
is still capable of handling Intellifont fonts, as well as TrueType and type 1
format. (NB Ghostscript can use the UFST library but you still require a licence
from Agfa Monotype)

Enquiries should be directed to Agfa Monotype:
