The customer reports and I've verified that Ghostscript (8.54 through head
(r8475] generates an error reading the attached file: 

  Error: /ioerror in --.reusablestreamdecode--

The command line I'm using for testing:

  bin/gs -sDEVICE=bbox ./wwtwb1cc_printauth_highres_chngeauthno_lt_port_2p_1.pdf

Acrobat Reader 8.0 and evince both read the file without difficulty.

The sample file uses AES encryption. It is not yet implemented.
